Employee means a full-time hourly, monthly, or salaried employee on a permanent basis with the city of West Fork. Employer means the city of West Fork and refers to all departments. Governing body means the City Council Immediate family means mother, father, brother, sister, son, daughter, grandparents, grandchild, son-in-law, daughter-in-law, spouse, spouse’s immediate family, or other relatives who live in the employee’s household including “step” relatives. Part-time employee means an employee who works on an hourly basis when, and as needed, (less than 32 hours a week).     Oletta Lavelle Howe – Oletta Lavelle Howe, 79 a resident of Prairie Grove, passed away May 1, 2012 in Fort Scott, Kansas. She was born April 26, 1933 in Odell, Arkansas, the daughter of John H. “Perno” and Jewell Agnus Rose Dobbs. She was a member of the Prairie Oaks Baptist Church. She was preceded in death by her parents; her husband, Jack Howe; one brother, Thorton Dobbs; and one sister, Bonnie Morrison. Survivors include one son, Rocky Howe, and his wife, Valarie, of Siloam Springs, Arkansas; three daughters, Deborah Jetmore and her huband, Tim of Deerfield, Missouri, Saundra Shinkle and her husband, Randy of Fall River, Kansas, and Sheila Oliver of Grain Valley, Missouri; three brothers, Omer Dobbs, Johnny Dobbs, and Clinton Dobbs; two sisters, Rachel Loftin and Ruby Marshall. twelve grandchildren, Melissa Liddle, Deborah Shinkle, Zachary Shinkle, Thaddaeus Jack Jetmore, Tara Beth Oliver, Kevin Oliver, Samatha Lavelle Oliver, Colton Jack Howe, Jake Dalton Howe, Jenna Ruth Howe, John David Horn and Casey Liddle and one great grandchild, Max Shinkle; several nieces and nephews. He was born March 10, 1941, in Muldrow, Oklahoma, the son of Charles Link and Ollie Bell Phillips Vickery. He was preceded in death by his parents, a baby daughter, Sandra Kay, and one sister, Lillian Barnes. Survivors include one son, Mark Vickery of Prairie Grove; three daughters, Angela Foster and her husband, Rodney of Conway, Steffanie Fancher and her husband, Denton of Kingston, and Amber Barber and her husband, Lonny of Siloam Springs; three brothers, C.L. Vickery and his wife, Katie of Springdale, L.V. He was born November 22, 1942 in Cedarville, the son of Alfred Senate and Violet Viola Nelson Bentley. He enjoyed hunting and fishing and spending time with his grandchildren. Survivors include his wife of 30 years, Christine Rosetta Bentley; five sons, Eddie Joe Bentley of Cedarville, Steve Bentley of Prairie Grove, Mike Remington of Locust Grove, Oklahoma, Roger Remington of Prairie Grove, and Ronnie Remington of Lincoln; five daughters, Ruby Bentley of Siloam Springs, Kathy Sanford of DeQueen, Carolyn Brasuell, Virginia Vitro, and Jeanette Vickery all of Prairie Grove; five brothers, Charles Bentley of Cedarville, Melvin Bentley of Siloam Springs, George Bentley of Fayetteville, Bill Bentley of Moffet, Okla. and Wesley Beachcamp of Colcord, Oklah.; one sister, Ruby Crabtree of Cedarville; twenty two grandchildren and twenty nine great grandchildren. He is survived by friends and family.
